Start by completing the online application at e-ikamet.goc.gov.tr. You'll need your passport details, a Turkish address, and health insurance information. The system generates an appointment and a reference number.
Prepare your documents: passport copy, university enrollment letter, 4 biometric photos, health insurance, proof of address, online application receipt, and fee payment receipt.
Attend your appointment at the Provincial Directorate of Migration Management. Bring all documents in a clear folder. The process takes about 30–60 minutes. Your permit card arrives by mail in 30–60 days.
